It was during one of the day when you finally collected information regarding a certain area, somewhere between Frozen North and Storm Coast. You realize that this piece of journals might be highly classified, nevertheless it reaches your hand, as one of the Inquisitors.

To whom it may concern,
Here are my collected intel regarding the area called Mila-ate. It is sufficient to say that some of the information here has been collected by the Inquisitor Prime of the area, with several minor additions and redaction for a more objective overview. Nevertheless, it is well advised that these manuscripts contain rumors at best, and all need to be clarified.
It is my hope that you can find these small notes can help you in understanding the area, at least to have some big picture of it.
Geography
This area of Mila-ate spans from the cold mountains and right into the sea of lost souls. It follows a twisted wide river under the name of Rio Torcido. The upstream of Rio Torcido is a small mining and lumberjack town of Korolev Zelmy, located in the so-called Ever-Dark. The downstream of the huge and long river is a city called Citta Capo Calderone, with several docks for river vessels and seafaring ships. Off shores from Citta Capo Calderone, or simply La Citta, there are several small islands.
Both the town and city are supported with surrounding hamlets with minor farmlands, capable only to support themselves. However across the treacherous and often flooding rivers, there are also several villages that acts as trading hub and specialized farmlands to support the local industries of perfume, textile, and sea products.
Demographic
Castille lineage showed dominance in the area especially in western part of the marche, while Slavic lineage is prominent on the northern part. A good number of Aquitaine lineage can be found at La Citta, arguably they are the majority in the city. Very small number of elves can be seen around the city and town, despite it is very far from Misty Forest. Angevin lineage and other non-humans are surprisingly rare, arguably non-existent. Theories and legends abound that around a century ago, there were a group of elven adventurers offering help to the area. Rumors about dark rituals they performed to increase their number are still whispered in taverns at the area, and the remaining elves are indeed relatively young; the previous generation is said to have disappeared mysteriously.
The common folks of this marche are petty and lost. They are the Les Misérables; driven by Vices instead of passion, and can be considered scums and villains. Local magistrate Nicholas Bernardus wrote in his popular note, "Of mankind we may say in general they are fickle, hypocritical, and greedy of gain." Many see no evil in extorting others, or using others, or even bullying anyone weaker than them. Streets are never safe for ladies, yet some ladies on the street are more dangerous when you are up close and personal.
About the noble and ruling class. Korolev Zelmy is ruled under Count Smirnoff, while Citta Capo Calderone is under jurisdiction of Marqués Silversnow, a relatively ancient lineage who have been the ruler of the area. Three Barons served under the Marqués and formed a Triumphirate: Sir Heineken, Sir Guiness, and Sir Bud-Weisser.
General History
Recent history of the area can be summed up with the Tale of Dead Marqués. It becomes a popular superstition in the commonfolks that the marche is doomed and the Marqués' lineage is cursed, due to unknown sinister act a century ago. The previous Marqués (or Duke) was a person who wedded several noble ladies, yet each dies in various tragic death. He bore no children.
A single young Elf maiden then was said to help the Marqués for some matters, and suddenly a miracle occurred: she was pregnant by the Marqués. Alas, she died during delivery, and the Marqués was also met a mysterious death. Despite being born out of wedlock, the half-elven child takes the title of Marqués Silversnow. However, due to the infant Marqués, the last thirty years saw three young Barons have governed the area: the Triumphirate.
Recently, it is said that the half-elven Marqués have regained the reins of government, yet still utilize the Triumphirate, albeit dividing their influences. Sir Heineken acts as the Chamberlain, to enact laws and observes the laws. Sir Guiness acts as Majordomo, to see day-to-day operations and executions of plans. Sir Bud-Weisser acts as Justiciar, to oversee cases and deliver judgment.
Nevertheless, the fact that a half-elven is now reigning as the Marqués --a hereditary title-- only highlighting the curse is still raging: the area shall have no leader, and that the lineage is cursed with extinction. Thus the so-called title of Dead Marqués is whispered throughout the land, adding uncertainty to an already bleak area.
Inquisitions at Mila-ate: Wings of Caladrius

The grip of Horrors in this marche is strong, especially since the common people are highly driven with Vices. Crime rates are high, depravity is a common matter. The common people have long forgotten about religion, about the teachings and wisdom of god of light. They even have forsaken the pagan deities and their fables.
To fill their empty hearts, the common people are not only prone to excess vices, but also prone for superstitions. They believe fake talismans, nonsensical prophecies, outright false rumors, and even the so-called Dead Marqués tale is their creation. The fact that they also have little to fill their empty stomach only makes thing worse, and their empty head cannot provide solution either.
The task of Inquisition in this area thus difficult, due to the enemies often hide in plain sight, mingling with common people and feigning weakness and docility. The only driving force of the Inquisition to keep the area in-check is that the Inquisitor Prime --how local Inquisition force call their leaders-- are actually the Triumphirate: Sir Heineken, Sir Guiness, and Sir Bud-Weisser. Some of their retinues are agents of the local Inquisitions too, but mostly are Cadets. The call-sign or slang or code for the Inquisitions at this area are: pigeons for Cadets, vultures for Agents, and phoenixes for Inquisitor Prime. The code for Horrors usually are either prey or mongrel.
With the recent rise of a new force to reckon, the Independent Inquisitors, the Wings of Caladrius also assign one of their recently initiated vulture, the Marqués, and also a new code name of Griffin --similar to one charge of the coat-of-arms-- to represent the independent tasks.
